CM Shri Devendra Fadnavis Tweets: Mumbai-There’s always a special sense of fulfillment whenever the land of Chhatrapati Shivaji Maharaj and the karmabhoomi of BharatRatna Dr. Babasaheb Ambedkar becomes the platform for a gathering of national importance. The Constitution crafted by BharatRatna, Dr. Babasaheb Ambedkar, continues to be the guiding force that brings public representatives together, enabling them to deliberate and function as true carriers of India’s democracy.It was great to be part of the ‘National Conference of Estimates Committees of Parliament and State/UT Legislative Bodies’, inaugurated by Hon Lok Sabha Speaker Om Birla ji at Vidhan Bhavan, Mumbai today — especially as this significant conference coincides with the 75th anniversary of the Parliamentary Estimates Committee. Having served on this committee for 6 years, it has offered valuable experiences on how decisively it shapes the efficiency, accountability, and discipline of governance.Our Constitution has been designed in a way that ensures the government remains answerable to Parliament not only during its 3 annual sessions but all through the year. Various parliamentary committees, especially the Estimates Committee, play a vital role in this process.’Prakalan’, a Sanskrit term meaning advanced calculation, perfectly captures the essence of this committee. Unlike others that respond after events, the Estimates Committee begins its work before the budget is presented — reviewing whether allocations are justified, priorities appropriate, and public funds directed to serve their intended purpose. It is a proactive, dynamic, and scientific mechanism vital for transparency and fiscal responsibility.Some critics often claim that committee recommendations are merely advisory and lack binding authority. But Maharashtra’s experience narrates a different story — nearly 65% to 70% of committee recommendations are implemented here. It’s a testament to the fact that committees don’t just advise; they create constructive pressure and guide governance to remain people-centric and outcome-oriented.Another essential strength of these committees is their continuous oversight, ensuring that government actions and finances translate into real benefits for the last person in the queue.In this Amritkaal, it’s necessary to accept that every system has areas needing improvement. The responsibility lies in recognising those gaps, working to strengthen processes, and leaving behind a better, transparent, and accountable framework for future generations.This conference is far more than a formal procedure — it stands as a reaffirmation of our commitment to good governance, accountability, and the democratic values enshrined in our Constitution. It’s encouraging to witness such meaningful and purposeful deliberations here in Maharashtra.
